users “There isn’t a single woman I know who has never been in a situation where she had to use the toilet but was not able to because there either wasn’t a women’s toilet in the vicinity or it was too dirty to use” said Vinisha Shah a 20-year-old college student The South Delhi Municipal Corporation’s (SDMC) decision to allow general public to use toilets in restaurants in the vicinity for an option fee of up to Rs 5 may have angered restauranteurs but has made women like Shah very happy The SDMC has made it mandatory for all hotels and restaurants under its jurisdiction to let the general public use their toilets The recommendation to explore the possibility was made to the SDMC by Lieutenant Governor Anil Baijal Prominent places under the SDMC’s jurisdiction include Hauz Khas Village Saket and Shahpur Jat “I remember I was near Lodhi Road one day and had to use the toilet I went to the toilet complex there but the section for women was locked This infrastructure is wasted The toilets that are open are dirty and dingy” Shah said The survey conducted across 11 districts in the city in toilets primarily run by the Municipal Corporations of Delhi and the New Delhi Municipal Council has shown toilets with poor signages irregular cleaning of facilities and lack of running water The survey was part of an audit carried out in seven cities in India under the #wheretopee campaign and has shown that the capital’s toilets are not women friendly and have serious safety concerns Nearly 70 per cent women respondents said the toilets were not cleaned regularly 62 per cent said the flush did not function usually and 53 per cent said that running water was not available all the time A significant portion of toilets did not have availability of soap or handwashing facilities The ActionAid survey says that 55 per cent of toilets did not have any light bulbs and 51 per cent did not have light posts outside the complex More than 40 per cent of the toilets did not lock from inside and 28 per cent did not have toilet doors Further the toilets are not in keeping with the Union’s Government’s Swacch Bharat guidelines for differently-abled users Of the toilets surveyed 78 per cent did not have ramps and 75 per cent did not have any braille signages The survey also showed the prevalence of manual scavenging practice with nearly 38 per cent reporting that developing in their building Last month portion of a false ceiling in the basement of the college building had collapsed too “We have the same issues as the library has Fearing risk to the life of our students and staff we are considering the legal route” said Umaji Maske principal of the Siddharth College of Commerce & Economics The college has 4500 students and 125 staff members The building also houses Siddharth College of Law on the upper floors Maske claimed that the 127-year-old college was one of the oldest buildings on D N Road The college authorities claim vibrations caused by the Metro work are affecting the academic activities “How can students study in a classroom with intense vibrations They cannot even hear what the teacher is saying because of the loud noise created during piling” said Maske Raising concerns after the ceiling collapse the college wrote to the Mumbai Metro Rail Corporation on August 26 “We are concerned that if this problem is not sorted out soon it may lead to a serious disaster and life of thousands of people will be at stake We considering the seriousness of the issue and its dangerous consequences would like to request you to please send your surveyor immediately and start the required repair and maintenance work as promised by your representative at the time of obtaining NOC from us for your project” the college said in the letter In its response the MMRC reportedly wrote to the college on August 28 saying the damage/cracks in its building existed even before the Metro construction began in May 2017 “While obtaining the NOC they had promised they would compensate us for any damage caused during construction However now they even refuse to take responsibility for it I have not even received the pre-construction building condition survey report If they cannot guarantee our safety then they should provide us an alternative location to allow our students to continue their academics smoothly” said Maske An MMRC spokesperson however said they had sent the building survey report to the law college “which is in the same building as the commerce college” “If they want us to send it separately to them we can do that” he said On the condition of the building structural engineer Jamshed Sukhadwalla said “The columns in the basement have bulged and buckled and the flooring on the second floor have separated showing an increase in loading in one part of the building I noticed the dates on the crack meters were of recent dates showing that monitoring was not being conducted from the time the piling began as MMRC rest of the countrya warm festive spirit hangs in the air in Odisha There is a sense of life at its fullest Memories of Friday the 29th this same month in 1999 temporarily retreat to the background amidst the hope of celebration Is it surprising that an event 14 years ago should at all be a part of collective memory Those who have seen the scenes of catastrophe in 1999or spoken to people caught in it directlywill understand why the super-cyclone or mahabatya (in odiya) has become a marker in time of sorts Life before and after the mahabatya was how many in cyclone-affected villages told their stories The super-cyclone was a watershed moment for the state machinery of Odisha too Every single triumph of the government in ensuring the safety of nearly a million people after the occurrence of Cyclone Phailin owed itself to the systematic and thoughtful measures put in place after the debacle of 1999 This was clearly a government that had paid attention Institutionalising a dedicated disaster management authority with a considerable mandate has been at the centre of its strategy This body has overseen the modernisation of warning and surveillance systemsthe establishment of a large number of multipurpose cyclone sheltersthe creation of disaster rapid action force unitsand a process of sensitisation of local bureaucrats and elected functionaries to remain alert and prepared We know now that each measureamongst othershas played its part in minimising the body count The million strong evacuation is a rousing achievementand it has warmed the hearts of many Indianstired of cynical politicsthat a government in this country is actually capable of such a feat Phailin is firmly in the pastand people are coming home What they will seeor are already seeingwill remind them of 1999and the governments timely heroism will matter a little less Scenes of collapsed mud hutsstill pathetic homes to the vast majority of coastal residentsand wasted propertyare irrefutable proof of state failure to transform the landscape of housing in vulnerable areas In the days and weeks after the super-cyclone in 1999the government and many well-meaning NGOs offered assistance to create temporary shelters by providing materials like tarpaulin and bamboo Help was given to reconstruct these mud houses with some material assistance and meagre cash compensation (Rs 3500 for fully damaged kutcha houses in that year) from the Calamity Relief Fund Predictablythese were not enough to recreate even what had been lostlet alone to actually improve or upgrade to a superiorcyclone-re1sistant dwelling In most casesthe money was spent on food or medicine even before the cyclone victim could think of physically and emotionally undertaking the reconstruction People helped each other in the initial hoursdayseven weeksbut certainly not months or years Nor could they be expected to These are small farmers and landless wage labourers who also lost their livelihoods in a strokeand continue to feel the damaging effects of 1999 till today For manythese effects are reinforced by recurrent floodswhich strike Odisha on a regular basis In a handful of casesNGOs or catholic missionary organisations attempted to seek the involvement of the peoplein cash and labourto build more permanent pucca housing These were isolated casesand often regarded with contempt by locals A disaster like that created massive expectationsfar beyond what was availablecontinuously stoked by unprecedented media attention and floods of visitors With timeoffers of help also dwindled The states premier housing assistance programmethe Indira Awas Yojanais targeted at SCs/STsas well as non-SC/ST rural poor households With a grant-in-aid now of Rs 70000 towards the construction of a new unit in plain areas (previous rates were considerably loweraround Rs 22000 in the years after the super-cyclone)this intervention should have given a serious leg-up to households in their efforts to build a strongermore durable house It has not Cyclone-prone coastal districts in Odisha are dotted with miserablepartial structuresbuilt of inferior materials All too oftenhouseholds choose not to live in thesepreferring their older kutcha house next door IAY money has simply not been enough to produce the kind of house that will not fall down when wind speeds are more than 200 kph Many do not succeed in completing the first stage of construction necessary to get the next instalment The connections needed to influence official discretion are often lacking The most important lesson from 1999 for post-cyclone reconstruction now is that ultimatelythe state needs to do more than physically lift people when the warning strikesby consistently improving the capacities of people living in cyclone-prone areas The picture of an elected government even forcibly evacuating those unsure and unwilling to move to safety sends a strong message of a muscular state concerned for the wellbeing of its people This is also how it would like to be remembered But memory comes with forgettingand we must not allow our collective memories to lose sight of the suffering that has already begun to unfold This is a suffering that reeks of the state failing in its obligation to its citizenswhom it has a duty to remembereven when they are not at the verge of Phailinor its unborn cousinsno doubt lurking
